The National Assembly Standing Committee in Vietnam is evaluating a draft law designed to streamline administrative processes and business regulations within the agriculture and environment sectors. This proposed legislation targets 10 existing laws, encompassing areas such as plant protection, animal husbandry, fisheries, irrigation, water resources, veterinary services, and crop production.
The draft legislation suggests the removal of 38 administrative procedures and 40 business conditions, alongside the simplification of 13 additional procedures. These reforms are projected to cut down processing times by 904 days and are estimated to save businesses around VNĐ189.9 billion, approximately US$7.3 million, in compliance costs.
Lawmakers have highlighted the importance of maintaining robust regulatory oversight while also promoting decentralization. The bill advocates for the integration of digital tools, including QR codes and product traceability systems, to enhance inspection processes and ensure product quality. These measures aim to modernize and improve efficiency within the sectors concerned.
